Among 10 specific ways in which peacekeeping, peacebuilding and humanitarian responses may be better attuned to the risks of HIV, ASCI called for greater attention to the links between violence against women, forced sex, and increased risk of infection, citing groups of men who control sex workers and trafficking as a core group influencing transmission rates.
It also highlights the transition from war to peace as a factor that increase transmission as refugees go hone, soldiers leave the army and relief agencies wind down, urging international donors to provide funds to cover the gap in HIV services between relief and development. HIV prevention, treatment, care and support should be integrated into disarmament and demobilization programmes, it adds.
The report stresses that in many countries laws and law enforcement drive the AIDS epidemic underground by criminalizing injecting drug use, sex work and homosexuality, thus ruling out proven HIV prevention methods such as needle exchange and the promotion of condom use.

The hawker in the doorway of the doctor’s office on the Venice Beach boardwalk reminded me of the guys who stand outside North Beach strip clubs in San Francisco.
Those San Francisco guys are the sleaziest of the sleazy, offering “free admission” to unsuspecting tourists who wind up paying $12 for two watered-down whiskeys and a front-row seat at a freak show.
The guy in Venice on Saturday offered a visit with a doctor who would almost certainly write a prescription for medical marijuana.
“It’s no problem,” he said, handing over a clipboard with a form for me to fill out and sign.

The total number of infections is 354,000, and 94,800 patients have died from the sexually transmitted disease from 1984 to August this year, said Suphan Srithamma, the Public Health Ministry spokesman.
Most of those infected, or 63%, are aged between 25-39.
This year alone, 1,980 people have become HIV-positive.
The ministry’s HIV/Aids update came two days after the Disease Control Department disclosed the result of an HIV vaccine trial carried out in Thailand.
The results of the trial show the vaccine has 31.2% effectiveness in preventing HIV/Aids infections.
Dr Suphan said the HIV infection rate among male sex workers, 12.21%, continues to rise.
Infection rates in the other groups surveyed are falling or have recorded little change, according to the ministry’s latest study on HIV infections, conducted last year.
Among female sex workers, those who worked at a brothel tended to have a significantly lower infection rate than those working independently and secretly, said the doctor.

While Jamaica’s youth busy themselves with such absurd niceties, AIDS has cut a swathe through the country’s heavily closeted gay community. The absence of open discussion has also led to enormous social pressure to conform. Consequently a significant number of Jamaican homosexuals have masked their sexual inclinations by pretending to be ‘straight’ – some even going to the extent of getting married. This has increased infection rates and created a dangerous, largely unexamined link between the gay and straight communities. Jamaica’s fanatical homophobia can therefore no longer be seen simply as a cultural quirk, it is an anachronism which is costing lives. Elsewhere in the Caribbean, with, perhaps, the partial exception of Trinidad, old fashioned ideas about human sexuality need to change quickly if public awareness campaigns are to be effective.
