Michael Stogner, 60, was born in San Mateo and has lived within the district ever since. Stogner, who now lives in San Carlos, is a graduate of Carlmont High School in Belmont and a registered Democrat. He had two children, but one passed away. Earlier this year, he ran for San Mateo County Supervisor for District 3 in the June 2010 election. At the time, his occupation was listed as auto salesman, but currently he calls himself a businessman. He is part of a slate of candidates that include Sequoia Health Care District incumbent Jack Hickey and Frederick Graham, who are running for office with the goal of dissolving the district. Stogner has also proclaimed himself a volunteer victims advocate for 10 years. In the past, he launched a campaign to recall San Mateo County Sheriff Greg Munks, after the sheriff was detained and questioned at a Las Vegas brothel in 2007.

Sausalito police chief bids farewell to city

Sausalito Police Chief Scott Paulin retired from his post this week after leading the department for five years.
Paulin’s tenure included a major embezzlement investigation, a rare homicide, an unexpected stint as city manager and the long-sought construction of a new police headquarters.
Paulin, a 51-year-old Vacaville resident, spent 30 years in law enforcement, starting as a reserve sheriff’s deputy in Sacramento County.
He oversaw numerous law enforcement initiatives, including prostitution sweeps and a crackdown on underage drinking, as well as responses to unexpected events such as the Southern Marin sewage spills and a 2009 domestic homicide.
Paulin — whose last day was Thursday — said his
main accomplishment was the approval and construction of a new public safety complex at Caledonia and Johnson streets that opened last month. The city won voter approval for the project in 2006 after years of discussion and one failed ballot measure, and the force was able to move out of cramped portable buildings in a weed-strewn lot on Locust Street.
MARTINEZ — A Craigslist prostitute has been sentenced to 33 years to life in prison for killing a retired bank executive and setting fire to his Bay Point home in 2008.
Alejandro Rivera, 24, testified at his trial earlier this month that he strangled Theodore Neff on Dec. 3, 2008, after Neff warned him that he could have been exposed to HIV.

OAKLAND, Calif. (AP) — An Oakland man convicted in the rape and killing of a prostitute more than 20 years ago has been sentenced to life in prison.
The Oakland Tribune reports that 51-year-old George Willoughby was sentenced by an Alameda County judge this week after pleading guilty to murdering 23-year-old Sharon Frazier in 1989. Prosecutors agreed not to seek the death penalty in exchange for the plea.
Willoughby was already serving a 33-year sentence on a 1990 rape and torture conviction. Authorities say a DNA sample he provided at the time connected him to Frazier’s death.
Frazier’s body was found badly burned, hanging by a rope from a tree limb in Burckhalter Park.
Authorities say Willoughby told investigators he killed Frazier because he wanted to watch somebody die and disliked prostitutes because they broke up families.
Wallace’s mother, Sharon Falise Frazier, was a prostitute who was raped and murdered in Burckhalter Park in 1989. Her body was found hanging by a rope from a tree limb, badly burned.

Willoughby, 51, became the top suspect in Frazier’s murder five years ago when a DNA sample he gave after a 1990 conviction for the serial rape and torture of two prostitutes was run through a computer of DNA samples from unsolved murders, said Sharmin Bock, a deputy district attorney who heads the cold hit unit.

Willoughby told police after the plea deal that he killed Frazier because he wanted to watch somebody die and because he disliked prostitutes because they broke up families, authorities said.
He also has a long history of sexually assaulting prostitutes that began as far back as 1974.
Oakland’s Municipal Code: What a Tease
City law doesn’t just ban strip clubs. It also prohibits burlesque, bikinis, ass cleavage, and many evening dresses.
Public Policy Institute President and CEO Mark Baldassare said voters are deeply unhappy with both Sacramento and Washington, but draw a distinction between the two very different jobs of governor and senator.
“You’ve got a Boxer-Fiorina race that revolves around how people are feeling about Congress, and you don’t have that same dynamic in the Whitman-Brown race,” Baldassare said. Aside from partisans, he said, “Independents are really the interesting issue. What do they want in Sacramento? And what do they want in Washington?”
This promises to be the toughest race in Boxer’s career, perhaps closer than her first Senate race in 1992 against Republican Bruce Herschensohn, when Boxer is widely believed to have been helped by Democratic operative Bob Mulholland’s revelation four days before the election that Herschensohn had visited a strip bar.

The 2900 block of Sacramento Street between Ashby and Russell in south Berkeley includes a strip of stores that include two barbershops across the street from one another, a Laundromat, Moses Chiropractic, the Accidental Injury Clinic, and other stores.
Kusmiss said a lot of people hang out on the street, but that police did not consider it a particularly dangerous neighborhood. There was a shooting outside Johnson’s Barbershop last year, she said. Police do consider it a place of “concern,” she said.
A neighbor whose daughter was shot nearby last year disagreed with that assessment, and said there is a lot of drug dealing and prostitution in the area. She said she has seen male prostitutes hanging out on the corner and has seen people slipping drugs to one another.

Is it easier to raise a boy than a girl? Marshall (Jason Segel) seems to think so. His list of possible baby names only includes boy names, most of which Lily (Alyson Hannigan) vetoes thanks to the bad memories and paint stains the little boy rascals she teaches have left. Boys are no picnic, but Marshall worries that he doesn’t know how to raise a girl and will screw her up somehow. Then she’ll become a stripper and end up marrying an overly botoxed, kind of Ken Doll-esque — how shiny did Neil Patrick Harris look? — older Barney. Truly a horrifying image. Instead of being the guy who sings to the hottest girl at his high school about wanting to get up on her, which we glimpsed Marshall and his buddies doing in a hilarious flashback, complete with jean shorts and ponytail, he’ll be the one trying protect his daughter from that kind of behavior.
