Sausalito Police Chief Scott Paulin retired from his post this week after leading the department for five years.
Paulin’s tenure included a major embezzlement investigation, a rare homicide, an unexpected stint as city manager and the long-sought construction of a new police headquarters.
Paulin, a 51-year-old Vacaville resident, spent 30 years in law enforcement, starting as a reserve sheriff’s deputy in Sacramento County.
He oversaw numerous law enforcement initiatives, including prostitution sweeps and a crackdown on underage drinking, as well as responses to unexpected events such as the Southern Marin sewage spills and a 2009 domestic homicide.
Paulin — whose last day was Thursday — said his

The city won voter approval for the project in 2006 after years of discussion and one failed ballot measure, and the force was able to move out of cramped portable buildings in a weed-strewn lot on Locust Street.

OAKLAND, Calif. (AP) — An Oakland man convicted in the rape and killing of a prostitute more than 20 years ago has been sentenced to life in prison.
The Oakland Tribune reports that 51-year-old George Willoughby was sentenced by an Alameda County judge this week after pleading guilty to murdering 23-year-old Sharon Frazier in 1989. Prosecutors agreed not to seek the death penalty in exchange for the plea.
Willoughby was already serving a 33-year sentence on a 1990 rape and torture conviction. Authorities say a DNA sample he provided at the time connected him to Frazier’s death.
Frazier’s body was found badly burned, hanging by a rope from a tree limb in Burckhalter Park.
Authorities say Willoughby told investigators he killed Frazier because he wanted to watch somebody die and disliked prostitutes because they broke up families.

Wallace’s mother, Sharon Falise Frazier, was a prostitute who was raped and murdered in Burckhalter Park in 1989. Her body was found hanging by a rope from a tree limb, badly burned.

Willoughby, 51, became the top suspect in Frazier’s murder five years ago when a DNA sample he gave after a 1990 conviction for the serial rape and torture of two prostitutes was run through a computer of DNA samples from unsolved murders, said Sharmin Bock, a deputy district attorney who heads the cold hit unit.

Willoughby told police after the plea deal that he killed Frazier because he wanted to watch somebody die and because he disliked prostitutes because they broke up families, authorities said.
He also has a long history of sexually assaulting prostitutes that began as far back as 1974.

Instead of being the guy who sings to the hottest girl at his high school about wanting to get up on her, which we glimpsed Marshall and his buddies doing in a hilarious flashback, complete with jean shorts and ponytail, he’ll be the one trying protect his daughter from that kind of behavior.
