The new chief has to set a tone that extends to the whole department, added Leah Weitz of the Bernal Heights Neighborhood Center.
“I’m looking for a chief who can train officers to step out of the door with a lot of integrity and who will know they’re part of the community,” she said.
Anyone taking charge of the department has to be ready for its diversity, including the 200 or so gay, lesbian and transgender officers, said Inspector Kevin Jones, a department veteran.
“For candidates from the inside, it’s not an issue,” he said. “From outside, it is.”
Commissioners heard a barrage of other suggestions, from calls for an end to prostitution arrests and an easing of drug enforcement to concerns about support for the sanctuary city movement and backing for community-based groups that deal with the police.

Officers responded to the 800 block of Willow regarding a subject standing near a gas station. Officers contacted a 48-year-old Rodeo man. The man was heavily intoxicated and began taking his clothing off. He was arrested for being Drunk in Public and became agitated and uncooperative. He threatened to harm an officer. After being placed in a patrol car, the man kicked a car door but did not cause damage. He had to be placed in a restraining device and was transported to County Jail. The man was arrested earlier this year for similar charges.

A P. G. & E employee reported someone siphoned gas from a company truck that had been left parked in the 1500 block of Sycamore during the weekend.Warrant Arrest
An officer stopped a vehicle in the 1500 block of Sycamore and arrested a 21-year-old Hercules woman for a prostitution warrant. The woman was transported to County Jail and her car was towed.

Special Police officer is facing administrative charges that he picked up a
prostitute and was hanging out in an area known for prostitution. The San
Francisco Police Department is recommending that the Police Commission revoke
the officer’s appointment.

By “knowingly associated with
a known prostitute,” Ortega “engaged in conduct that reflects
discredit upon the department and evidences a lack of character,”
violating department rules, the charges state.

By knowingly visiting Diva’s,
“which is located in an area known for prostitution and patronized by
prostitutes, [Ortega] engaged in conduct unbecoming” an assistant patrol
special officer, the filing says.

In addition, Byard said, Ortega,
