Prostitution became a growth industry in Vallejo as the San Francisco Bay city slashed its payroll, cutting police by a third, to 90 from 134. The largest municipal bankruptcy in California since Orange County in 1994 has forced law enforcement to focus on violent crime at the cost of so-called “quality-of-life” issues, residents and officials said. “I see prostitutes, pimps and drug dealers out my front window,” Rooney said in a telephone interview Aug. 5. “There’s two on the corner right now.”
While it sounds like Rooney is less than enthused about the prosties, pimps, and drugs right outside her front window, maybe she should dial down the judgement, particularly on the drugs? Because according to one small business owner in the area, weed is going to turn Vallejo’s fortunes around.
I had the article right beside me a second ago, but it has vanished, much the way our old bisexual stereotypes can disappear in a flash of post-modern clarity. I recall, however, that various learned professionals reminded Times readers that sexuality, whether bi or beginning with an h, is more than a simple matter of sexual attraction etc. etc. etc. You know how those science types go on.

Capt. Owen P. Honors let out a sigh of relief after the board of inquiry read its decision, then embraced his wife after months of uncertainty about his career largely came to a close. The board was deciding whether to recommend to Navy Secretary Ray Mabus that Honors should be kicked out of the Navy after nearly three decades of service because of the videos. Among other things, the videos included simulated same-sex shower scenes, anti-gay slurs and references to prostitution in foreign ports.

DB: The spirit of the Barbary Coast has embedded itself into the DNA of the city. That’s why it attracted the beets in the ’50s and gays of ’60s and ’70s and so on. In the 19th century you could come here and be yourself and be who you want to be. And that still continues. Back in the day, the Barbary Coast was filled with brothels and there was a lot of sex and debauchery. But even up until World War II, Pacific Street, one of the main streets of the Barbary Coast, was so crazy that the military made it off limits. It was too wild. But what happened is that a lot of the businesses moved up to Broadway. Which is why today Broadway has a bunch of strip clubs. So that’s a remnant, for sure. And just the fact that San Francisco has attracted all these different groups who were outsiders in other parts of the country but here they found a home.

His $25 bail was forfeited and the case dismissed.
That was 1992. Yee had another brush with law enforcement in 1999, the San Francisco Weekly reports:
“Although cops stopped him twice in the Mission District’s hooker-row area near Capp Street in 1999, Yee denied soliciting prostitutes. He told the media: ‘They presume that people are driving around there looking for prostitutes, but there are people who use that street to go home. They said there was somebody they thought looked like me who may have been soliciting. And I said, ‘No, I was coming from work.’”

Norman Wielsch, 50, was ordered freed on bail after agreeing in Oakland federal court to undergo a psychiatric evaluation within three days to determine whether he is suicidal. His father posted his $100,000 bail.
Wielsch is a former narcotics agent with the state Department of Justice who, until earlier this year, was commander of the multiagency Central Contra Costa Narcotics Enforcement Team. He was arrested by federal agents at his Antioch home last week after a grand jury indicted him and former Concord private investigator Christopher Butler.
The men are charged with stealing methamphetamine and marijuana from police evidence lockers to sell, robbing prostitutes of cash and cell phones during phony sting operations, and operating a brothel in Pleasant Hill that fronted as a massage parlor.

OAKLAND, Calif. (AP) — The former commander of a California narcotics task force has pleaded not guilty to federal drug and corruption charges.
The San Francisco Chronicle reports (http://bit.ly/qqIqLc ) that Norman Wielsch sobbed and wiped away tears as he entered his plea in an Oakland courtroom on Monday.
Wielsch, who used to head a multiagency law enforcement team based in Contra Costa County, also agreed to be evaluated for risk of suicide as a condition for being released on $100,000 bail.
The FBI arrested him and a private investigator, Chirstopher Butler, last week after a grand jury indicted the pair for allegedly stealing drugs from police evidence lockers, operating a brothel and conducting phony sting operations on prostitutes who were robbed of cash and other items.
Butler also has pleaded not guilty.
